Theoretical approaches to the assessment of personnel management of organizations

Abstract

The object of research is the existing theoretical approaches to the evaluation of personnel of organizations. The purposes of the article are: 1) to identify the stages of development of the personnel service of organizations; 2) formulation of tasks of personnel service of the modern organization and clarification of value of an estimation of the personnel in management of the organization; 3) systematization of the constituent elements of the personnel evaluation system of the organization. The research method is monographic. The article is devoted to the study of the formation of a modern system of personnel evaluation of the organization. The stages of development of the personnel service of the organization are presented, the evolution of the content of its tasks in the context of understanding the essence of the organization and the view of staff as a defining resource of the organization is revealed. The importance of personnel management in the implementation of the organization's development strategy is revealed. It was found that in the implementation of certain functions in human resource management using methods, techniques and tools that are related to such areas of activity as sociology of labor, psychology of labor, physiology of labor, ergonomics. The process of personnel evaluation in the organization is considered. It was found that there is no single universal evaluation system that suits all organizations. Requirements for the formation of an effective evaluation system are formulated. Mandatory elements of the organization's personnel evaluation system are given. Characteristic features of current and periodic evaluation are presented. The principles of evaluation of the personnel of the organization are systematized. The content of the concepts of personnel evaluation is given: by personal characteristics, by activity, by results. The list of personnel management tasks, the solution of which is possible by evaluating the personnel of the organization. A further direction of research is the study and systematization of methods of evaluating the personnel of the organization.
