The method of situational structuring of the portfolio of public participation projects

Abstract

The relevance of the research topic is due, on the one hand, to the spread of the initiative of public budgets in the territorial communities of the cities of Ukraine in conditions of decentralization, and on the other hand to the presence of scientific gaps in the field of public participation project management. In particular, in terms of the lack of methodological support for the conditions for the separation of subdivisions and/or portfolios as part of the totality of public participation projects considered for the portfolio of projects. An actual scientific and applied task is the development of models and methods of rational structuring of a set of public participation projects, considered as a portfolio of projects under the conditions of separation of subdivisions and/or sub-portfolios. The purpose of the study is to develop a method of situational structuring of a portfolio of public participation projects, which allows for differentiation of situations regarding the management of a portfolio 45 of public participation projects under the conditions of distinguishing categories of public participation projects by thematic direction and requests for the amount of funding on the basis of sub-portfolios or subdivisions in the portfolio of public participation projects. The task of the research: 1) based on examples of the practice of managing public participation projects in the territorial communities of Ukrainian cities, conduct an analysis of the problems of structuring aggregates of public participation projects as a portfolio in public participation projects in connection with the analysis of methodological approaches to the formation of a portfolio of projects; 2) develop a method of situational structuring of a portfolio of public participation projects. Research methodology. When solving the first task, methods of scientific identification, comparative analysis, as well as collection, analysis and systematization of statistical data were used; when solving the second task - the concept of situational management, the method of analyzing hierarchies, the methods of correlation analysis of Spearman and Kendall, the Kruskal-Wallis significance criteria (test).
