Logistics management of the system for providing transportation services to the population: anti-crisis aspect

Abstract

The article examines the mechanisms of forming the principles of logistics management of the system of providing transport services to the population from the standpoint of synergy and an anti-crisis approach. The possibilities of achieving the efficiency of the service delivery system, its focus on ensuring the proper level of service, have been systematized. It is shown that the synergistic interaction in the logistic chains of the system is achieved by the coherence of the behavior of the subsystems, the purposeful reduction of entropy, the increase in the degree of orderliness and self-organization, which is the key to anti-crisis development. The object of the research is the relations related to the logistics anti-crisis management of the system of providing transport services to the population in Ukraine from the point of view of synergy. The purpose of the work is to analyze and generalize approaches to ensuring the effectiveness of logistics anti-crisis management of the system of providing transport services to the population from the standpoint of synergy, taking into account the fact that the peculiarity of the functioning of such a system is the close relationship, interaction and interpenetration of organizational and technological elements. Research methods – analysis, synthesis, modeling, generalization, induction, deduction. The modern development of the system of providing transport services to the population is associated with a number of problems caused by a rather sharp competitive struggle between private and communal enterprises, the rapidly changing conditions of the system's functioning, and the need for permanent reform. The integrated concept of management using system-synergistic and logistic approaches, taking into account anti-crisis aspects, as a scientific direction of further development of the theory of random processes in unbalanced transport systems is considered as the basis for improving the management of the system of providing transport services. Criteria reflecting the features of the integrated management concept should be used to set and solve specific management tasks of the transport service provision system. In particular, the logistical management of financial flows can reflect, on the one hand, the security of the development of the service system, its investment attractiveness, and on the other hand, the effectiveness of its functioning. It is proven that achieving a positive result in the management of the system of providing transport services is possible thanks to the modeling of the synergistic effect in the service system and the management of its behavior. In particular, this refers to the description of the processes of development of the sphere of consumption of transport services by the population using systemic multi-level flow macro models, thanks to which the conditions for the formation of a single technological space are created. This will allow not only to improve the quality of public service, but also to shorten the overall period of improvement of the service delivery system, the duration of adaptation of the changed route system of the city's public transport, as well as the laboriousness of performing a complex of functions and works and prevent the emergence of crisis situations. Research results can be recommended for implementation by transport enterprises and organizations, local public authorities to improve the management of the system of providing transport services to the population of Ukraine.
