Abstract
The object of the study is the risks of opportunism of public-private partnership. The goals of the article are: 1) to highlight areas of risk of opportunism in PPP projects; 2) systematization of opportunism risks in PPP projects. The research method is monographic. The article is devoted to the study of the peculiarities of partnership interactions between the state and business during the implementation of projects based on public-private partnership, to the identification of the essence of opportunism during their interaction, to the identification of the scope of the manifestation of the risk of opportunism, to the systematization of such risks. spheres of formation of a modern system of evaluation of the organization's personnel. The main common features in the understanding of partnership between the state and private business are presented. General approaches to the understanding and perception of PPPs are presented, in particular as: parts of the economic system; independent socio-economic system; subject of economic relations; project; the organizational structure; general characteristics of the method of action; method of financing a socially significant project; a tool for the implementation of state policy in strategic areas. It was concluded that according to any understanding of the PPP among its participants, there are contractual relations and relations of delegation of powers. At the same time, each of these participants has its own interests and behavior, which ensures the realization of these interests. A brief overview of the theoretical foundations explaining the opportunistic behavior of PPP participants is given. Based on the principal-agent theory (the state is the principal, the private partner is the agent), the lack of equality in the relationship between them is substantiated. Factors determining the opportunistic behavior of partnership participants are determined. Forms of opportunism at various stages of project implementation under PPP conditions are presented.
