Abstract
The article proposes an approach to improving the structure and parameters of personnel reserve training to ensure innovative development of the transport system. The object of research is the process of training highly qualified personnel to ensure innovative development of the transport system. The purpose of the work is to determine the system, methodology and methods of training personnel potential to ensure the innovative development of the transport system. The research method is system analysis and complex optimization. The development of transport systems is proceeding at an ever-increasing pace, the range of technical means is expanding, the level of mechanization of which is constantly increasing. Traditional elements of the transport system acquire new functions that they did not have before. Transport systems of a global scale are being formed. As the transport system developed, it changed its role and place in the life of mankind: it became a determining factor in the development of global and national economies and societies. This led to a change in the level and quality of people's lives, the geopolitical situation in the world and led to the creation of a new world structuring and changes in global competition. It is natural that the changing role of transport in the life of mankind and the global scale of transformations require a new theoretical understanding of the situation. First of all, with regard to personnel support for new types of equipment and functions that are being implemented. The emergence of new needs in society and the change in the role of targeted transformations put forward fundamentally different requirements for the personality and professionally significant qualities of personnel. Higher professionalism, global humanized innovative thinking, combined with activity, initiative and, at the same time, independence and high responsibility of the specialist to himself and humanity, are becoming relevant. A systematic approach to the training of general designers – key personnel in the system of managing the innovative development of transport systems – is proposed.
