Abstract
The relevance of the research topic is due to the need for improvement and further development of scientific and methodological support for portfolio management processes in the context of the introduction of portfolio-oriented management in the field of local (territorial) self-government project management, including public participation (PP) projects. The purpose of the research: improvement of scientific and methodological approaches to the structuring of project portfolios under the conditions of distinguishing the phases of the life cycle of the portfolio – initiation, planning, execution and optimization in the context of managing aggregates of PP projects considered as portfolios. The task of the research: to conduct an analysis of the scientific and methodological approaches considered in the relationship to: structuring of categories; definition of criteria for assessment, selection and prioritization; optimization of aggregates of PP projects – such as those presented in project portfolios; to formulate and verify, using the database of public projects of the city of Kyiv, hypotheses regarding the insignificance of differences in the aggregates of PP projects separated by thematic direction, which determine the expediency of presenting projects of thematic directions as part of the corresponding subportfolios of the general portfolio of PP projects; to propose a method of structuring portfolios of PP projects according to thematic directions. Research methodology. When analyzing scientific and methodical approaches to structuring, determining criteria (evaluation, selection, prioritization) and optimization according to portfolios of PP projects – the method of comparative analysis; for the processing of statistical data on the values of the amount of the request for the volume of financing for the projects of the State Government – statistical methodology; to test the hypotheses regarding the insignificance of differences in the aggregates of PP projects separated by thematic directions, the Kruskal–Wallis non-parametric criterion (test) of significance; when developing a method of structuring portfolios of projects according to thematic directions – the methodology of situational management. The expediency of implementing the approach to distinguishing thematic directions for PP projects is substantiated, in accordance with the list and content of thematic directions, according to which the structure of expenditures of the general budgets of territorial communities is formed, first of all, by functions. A method of structuring portfolios of PP projects by thematic directions is proposed, which, as part of the application of the situational management methodology, involves the use of the Kruskal-Wallis significance test.
