Assessment of the current state and improvement of the financing of the budget deficit

Abstract

The article is devoted to the problem of the current state and improvement of budget deficit financing. Relevance is explained by the fact that solving the problem of budget deficit in Ukraine and development of new approaches to the management of the budget balancing process is one of the most important issues nowadays, Because the lack of efficacy of distribution of funds that is currently being offered and implemented in Ukraine may result in the increase of debts, and the state is not able to pay. The object of the research is financial deficit in the budget. The research task – analysis of existing problems of deficit of the state budget of Ukraine, disclosure of the essence of existing problems and causes of their occurrence, development of complex approaches for efficiency of distribution of funds and prevention of deficit. In the course of the research identified the main problems that remain unresolved: irrational distribution of received funds from other countries; chronic budget deficit, the solution of which already requires large cash contributions; political instability in the country, which leads to a drop in GDP; lack of sufficient reserve funds in the country; Ageing, migration of the nation; corruption in the state structure; unqualified or low level of knowledge of the civil service employees; inefficient taxation mechanism for state enterprises; unrealistic structure of budget expenditures; significant volume of economic activity.
