Abstract
In a democratic state, civil society, through its institutions, actively influences the development of policies by government institutions, controls their public activities aimed at the implementation of the developed policies, actually encouraging officials to serve the interests of the people. This leads to the need to study management processes during management decision-making, which arise during the adoption of alternative options for strategic decisions in the public sphere. Based on this, an effective toolkit is needed for development, analysis and forecasting of decision options in the process of their adoption. The toolkit, built directly on the URSO paradigm of the Council of Europe, will be a useful assistant for central, local authorities and non-governmental organizations in order to strengthen public participation in decision-making processes both at the local and regional and national levels. It offers an innovative method of assessing needs and selecting participants for the event according to criteria, a digital component (including a set of matrices) of development, analysis and forecasting of decision options, which can be applied both offline and online and adapted to the needs of a certain audience and of the relevant theme of the event. The toolkit contains the standards of the Council of Europe on public participation in the decision-making process and demonstrates their implementation through successful examples through the use of the methodology during the development of national development strategies, proposals for action plans, regulatory documents, local programs, draft laws, etc., as well as examples of good participation practices public, in particular youth and vulnerable and marginalized sections of the population, in decision-making processes. The purpose of the article is to study the problems and methodological foundations of the formation of innovative methods of development, adoption and implementation of management decisions in the public sphere. The main tasks should include the following: study of the methods of development, adoption and implementation of management decisions by modern world schools of management, determination of the peculiarities of domestic approaches to the definition of the algorithm for the development of innovative management decision-making techniques; analyze examples of its application during decision-making in the public sphere Therefore, thanks to the implementation of the CivicLab methodology, formal decisions (in their classical sense) are replaced by effective strategic decisions that allow to achieve a clear, concrete and measurable result. This ensures the effective implementation of public policy at the national, regional and local levels for the sustainable development of the self-governing community.
