Implementation of the provisions of the Law of Ukraine «On the fundamentals of national resistance» through the adaptation of the discipline program «Safety of labor in the industry and civil defense» in NTU to the requirements of the martial state

Abstract

Education of specialists at the National Transport University is carried out in accordance with legislation, documents of the Ministry of Education and Science of Ukraine and other documentation, including internal university documentation. Changes in legislation, changes in the functioning of the country's economy and educational institutions require adaptation of educational documentation and work modes to modern realities. The purpose of the work is to justify and make changes to the program of the discipline «Safety of labor in the industry and civil defense» in accordance with the provisions of the Law of Ukraine «On the fundamentals of national resistance» and the procedure for conducting the educational process in martial law conditions. On July 16, 2021, the Verkhovna Rada of Ukraine adopted the Law of Ukraine «On the Fundamentals of National Resistance». According to the Law, the components of national resistance are territorial defense, the resistance movement and the preparation of Ukrainian citizens for national resistance. Since the National Transport University is not a military educational institution, elements of territorial defense may be included in the specialist training program. In order to implement measures of national resistance, at the National Transport University, to the work program of the study discipline «Safety of labor in the industry and civil defense», which is studied by students of the National Transport University at the second (master's) level of education in a few faculties were made relevant additions. As a result of comparing the concepts of «territorial defense» and «civil defense», it was established that territorial defense is a system of measures to strengthen and provide assistance in the performance of civil defense tasks. When studying the discipline «Safety of labor in the industry and civil defense», questions are considered regarding a set of measures aimed at averting emergency situations, protecting personnel, population, material and cultural values in emergency situations. Therefore, in the conditions of martial state, attention to the study of the second module in this discipline - «Civil Defense» becomes particularly relevant. The second module of the discipline «Safety of labor in the industry and civil defense» includes 2 topics: topic 6 «Legal bases and organizational measures of civil protection in institutions and organizations of road transport» and topic 7 «Protection of personnel in emergency situations». In each of the above topics, additional questions are included regarding familiarization of students with the Law of Ukraine «On the fundamentals of national resistance», with the concepts of national resistance, resistance movement and territorial defense, tasks of territorial defense, organization of protection of employees and students of NTU in conditions of martial state. The specified questions are included in the questions of the second modular and final controls in the study discipline «Safety of labor in the industry and civil defense». The results of the article can be implemented in institutions of high education to adapt the programs of study disciplines and the organization of the educational process to the conditions of martial state.
