Improvement of state target programs and projects management based on a portfolio approach

Abstract

The article is devoted to the development of a mechanism for the improvement of state target programs and projects management based on a portfolio approach. Object of study – portfolio management of state target programs and projects in Ukraine. Purpose – to analyze the state of implementation of state target programs and projects in Ukraine and to substantiate the need to improve their management based on a portfolio approach. Methods of research – analysis, synthesis, generalization, systematization, graphic. The article investigates the current state of target programs and investment projects implementation in Ukraine. The key problems of their implementation were identified and the need to improve their management based on a portfolio approach was substantiated. Portfolio management of state target programs and projects involves activities aimed at achieving strategic goals of the state and/or certain administrative-territorial units by forming, optimizing, monitoring, controlling, managing changes in the project portfolio under budgetary constraints. The processes of project portfolio management, their goals and outputs were considered. The comparative characteristic of approaches, methods and models of projects inclusion to the portfolio was executed. The planning mechanisms of project portfolio implementation were analyzed. Three levels of decision-making in the state target programs and projects management have been identified, which enables considering the interests of all stakeholders during their implementation.
